I tried to create a filter based on the existing label, but it didn't work:
I've clamped down on every possible avenue I know of to limit / filter these emails but I think my email is just on too many mailing lists at this point, so anything that can save me manual effort going forward will pay dividends. Thank you.

As Gmail alerts you when you try to create a filter based on another filter, no incoming mail can match this new filter.
The only workaround I see is to create a custom inbox whith that rule :
(NOT is:read AND NOT label:recruiting)
This way, you get a view of unread messages without this label. It may be useful, it is the only way I can suggest.

- For your main problem, in Gmail Web, go to Setting > inbox > Filtered mail (last option) and select
Don't override filters.
If the problem still exists, on your create filter list, check Never mark it as important checkbox.
- You can add
" AnyThing" at the end of your gmail address and it still works. you can use this to cluster incoming mails. i.e. username [email protected] or username [email protected] for one time just sign-up use.
- Create filter with "has the word" and add common recruiting words (using statistics of other already Labeled Mail) or "doesn't have".
- Use adds-on like Sortd for drag and drop and other functionality. (personally I don't do this)
