Two possibilities, one kind is coding is wrong, when you use notepad to open, select the code
Although there is another possibility is the file suffix is TXT, but probably just suffix is TXT, file content can be binary, need to see the source code in order to know what specific data

Delphi written text files, usually is the support system of language characters, it is only text, namely the ASIIC single-byte characters, Chinese double-byte characters, with no format attributes,
Your text files, read out is garbled, may cause garbled:
1, Chinese characters coding standard is wrong,
2, rich text format characters,
3, other language characters (Chinese characters),
4, encrypted characters,
5, customized special characters,
