RAD STUDIO XE ActiveX development of registration problems-CodePudding

I installed WINDOWS 8.1 RAD STUDIO XE6 UPDATE1 version, do a simple ACTIVEX CONTROL,

New DELPHI project,
New ActIveX Libary, add ActIveX Form, compile successfully,

Select run/AcitiveX Server/Resgister
The results Failed to Register, XXXX

I try again as a result,
CB project, new phenomenon, is still the DELPHI XE spotting bugs, this in DELPHI 7/2007/2009 not seen,

In the end I changed to compile platform for X64, phenomenon still,
But I'm from the command line can register successfully,
