1. The extended ASCII single-byte character set, belong to ANSI code?

Fr=Aladdin), ANSI code have mentioned ISO - 8859-2, this standard seems to be only one byte, and here also mentions in the box in the ASNI "a UNICODE characters may be converted into a byte or more", so, the ANSI code contains 1 byte code? And what is the difference between a single-byte character set?
