C and win32 wide character is UTF - 16?

Utf-8, multibyte encoding are 8-bit codes, utf-8 is 4 bytes, 32 fixed 2 bytes a character just thought UTF - 16 and UCS - 2, but the character set of UCS - 2 is not complete, does that mean, C and win32 wide character is UTF - 16?
