You looking for a modal. You need JavaScript and a little bit CSS. The following example is very basic modal and i took from w3scools. Various CSS frameworks such as Bootstrap offer ready-made modal solutions.

In order to make a pop up frame you should use javascript plugins susch as shadowbox-js plug in.

An example js is below
