This screenshot shows the layout tool of the dev tools, and the margin on the top is showing 16 -- this is where your problem is. That's represented in the first screenshot by the yellow area.

I have no experience with LibreOffice Writer, but you need to adjust the top margin on the <p> element that's wrapping your <li> elements -- or prevent it from rendering the <p> element at all, which is probably the easiest thing to do.

There are several solutions. Here are two examples: One with position and one with padding-left.
