I change this line for xml rss JP character to correct. All fine.
$rss = simplexml_load_file($rsses[$i]['url'], 'SimpleXMLElement', LIBXML_NOCDATA);
to
$feed = file_get_contents($rsses[$i]['url']);
$rss = simplexml_load_string($feed);
