Load your file with pd.read_csv
and create block at each time the row of your first column is No.
. Use groupby
to iterate over each block and create a new dataframe.
data = pd.read_csv('data.csv', header=None)
dfs = []
for _, df in data.groupby(data[0].eq('No.').cumsum()):
df = pd.DataFrame(df.iloc[1:].values, columns=df.iloc[0])
dfs.append(df.rename_axis(columns=None))
Output:
