With tick_marks = np.arange(len(class_names))
you're setting new tick marks. Just get the existing ones with ax.get_xticks()
/ax.get_yticks()

Edit: you'll achieve the same result by replacing your plt.xticks(...)
and plt.yticks(...)
with the following:
plt.gca().set_xticklabels(class_names, rotation=45, rotation_mode='anchor')
plt.gca().set_yticklabels(class_names, rotation='horizontal')
