Can someone point out how to use the extended namespace in the enclosed code to make the ListView groups collapsible in the form please? (Demo code runs as-is in Powershell, but collapsing groups not implemented)

I think you've misunderstood something - the native ListView
class remains unchanged, you need to create an instance of the extended type in order to get the new behavior.
Change this line:
$LogonList = New-Object System.Windows.Forms.ListView
To
$LogonList = New-Object ListViewGroupCollapse.ListViewExtended
Edit: Adding to Matthias' answer to point out that to change the behaviour in the above example is as follows:

Where $state
is a valid [ListViewGroupState]
name, eg. one of:
