All that needs to happen is for the relevant number of blobs (paths in the SVG) to be set to opacity 1.
There are 20 blobs in all so each represents 5%.
To show 40% you want the first 40/5 = 8 to have their fill-opacity set to 1. This can be done with CSS.
Here's a little example of 40% using JS just to set the fill-opacities. They could just be set by hand in the SVG of course:
