Udp send data, if the target does not exist, will sendto function block?

Time:04-07

Recently in Vxworks network communication, found the target does not exist, using sendto function sends udp packets, blockages,
Flag bit set in the sendto entrance parameters into the MSG_DONTWAIT non-blocking, no longer appear jams,
But there is a question that udp is not no connection? Whether the target exists, is arguably invoke sendto after should be the packet is copied to the buffer immediately returned to the bottom?
