Activex control has been packaged into cab file, but the inside of the DLL not download-CodePudding

The younger brother, took a read the second generation id card of controls, and packaged into cab file, which need to a DLL, WltRS. DLL cannot download, but how to how to solve!

I downloaded the three DLL, can I load, can only download the other two, WltRS. DLL cannot download all the time, this is what reason, to help thank you
