It may be because:
The cause of the WEAP not registered? Register
WEAP operation need permission? See WEAP parts of documents

If you do not have a mail CLIENT on the IIS machine the user 's Web browser reports this error:

The ActiveX component can 't create object.


Installing either 8.01 or later Outlook or Installing the Exchange, the Client have the typical setup solves this problem.
