Now can not find a better way to solve your problems, you can try the following workaround -

1. Find packages \ Help in ios image installation file path,

2. Open the console commands, CD to the directory

3. In the console type the following command to install

Msiexec/I help3_vs_net. Msi vs_setup=1

This method can be successful in my environment reshipment HelpViewer,
