Pb connecting oracle database in "primary oracle home" is not set

Problem (oracle11g or who the client is not installed or not set to Primary Oracle Home. The error
1, oracle10g, ora oracle can't;
2, oracle9i, can connect but sometimes puzzling shut down procedures;)

Description:
1, my computer is installed oracle11g client, pb with oracle10g connections, normal, then installed a oracle9i lite version of the client, on problems,
2, the oracle9i lite version has been deleted, client reinstall the oracle11g client, or repeat the above question,
3, the environment variables in the system for more than a ORACLE_HOME variable, but the value is empty, if removed, question 1, 2 are unable to connect, if coupled with oracle11g installation path, problem 1, 2, also cannot connect,
4, with oracle11g plsqldeveloper client connection there is no problem,

2, delete ORACLE directory
