Compile time error

Generation Errors:
Deployment Error:
No files returned from the server for service_port: 'CMPPService_CMPPServiceSoap'
The Error code: 'always parse the WSDL file'
The Proxy was not created.

What is the row?
I installed on IIS, PB9 patch also played in 5507 and 7578.
