See the ORACLE_HOME have set, if not setting a, but arguably, on Windows installation process will automatically give you set the variable ~

Need manual Settings in the user variable ORACLE_HOME=you install path, and then increase "in the path of the variable; % ORACLE_HOME % \ bin"
