Apparently mysql installed, without performing mysql install in the command line, if error service exists, you will need to remove first, then perform mysql install again, the final net start mysql to complete

Not sure absolutely effective,
Check the service items in your mysql service is land type is web services or the local system, if the network service, close to service right attribute landing pages, select login status for the local system login, click ok, and then go back to try the CMD
If not, you can right-click CMD, select the administrator to run

Just didn't look at, may you have a problem of the installation, try:

An administrator to run CMD, perform mysqld - the initialize the console
Installation services (CDS to best mysqlhome/bin), otherwise the service may have problems
Mysqld -- install [service]
