The Database code set=iso8859-1

Toad for db2 query code in Chinese, the character set 819, now, the NLS_LANG AMERICAN_AMERICA. ZHS16GBK all Settings, restart the toad query still gibberish, how can I solve?

Right-click "my computer", the "properties" - "setting" - "environment variables" - add a "system variables", including variables for the NLS_LANG, a variable's value to AMERICAN_AMERICA ZHS16GBK
