Thank you, after checking found TNS is normal, the listener is normal,
The final solution, if can arrive up sqlplus on Linux, and connection can be used, so, please click the following:
1: close the Linux firewall
Check the firewall status: service iptables status
Close the firewall: service iptables stop
Cancel the firewall from rev: when the phone is switched on the chkconfig iptabels off
2: replace 12 c client, on oracle's website, download the corresponding client, replace the connection tools oci file, restart the connection tools can,
