Display image inside svg circle without filling the circle and a background color of circle

I want to place an PNG image inside the middle of a svg circle in a simple html file. Still i want a light-green background color of the circle and the image should not fill the whole circle. How do i do that?

Tried everything with defs pattern and clipPath but nothing can achieve what I want. I use a svg element with a <g> and there I place the <circle>, <text> which is 60/min in my example.
