JSP prompt written in myeclipse10 combining database port 1433

When using myeclipse10 to write JSP, database building, but at run time tip

The TCP/IP connection to The host localhost, port 1433 has failed. Error: connection refused: connect. Both Please verify The connection properties and check that a SQL Server instance is running on The host and has The TCP/IP connections at The port, and that no firewall is blocking TCP connections to The port.



Myeclipse version is 10.7, then the database version is 2019, SQL server is 2017 version of the resource manager, and so on, could you please tell me which version of the problem or to set up open port 1433?

Have tried adding in the firewall port 1433, also in the SQL server resource manager opened all the port 1433, run the project as a combination of the same error message prompt,
