Heroku Fatal error compiling: invalid target release: 11

I'm facing Fatal error compiling: invalid target release: 11 error in Heroku. My app uses 11.0.14 SDK, which is listed in the official Heroku site https://devcenter.heroku.com/articles/java-support as a supported version.

I've created a system.properties file and set the version there:

java.runtime.version=11.0.14

Also in pom.xml is the Heroku plugin added and the proper Java version everywhere specified:

Still nothing has changed, locally it's working but I keep getting this error on Heroku. What else can I do?

The Heroku recommendation is to set the major version

java.runtime.version=11

This will resolve to the supported 11.0.14.1, see Heroku Java versions.

Note: the file system.properties must be in the root of the repository.
