Running the exact example prints the expected output. Now, if I change the lines from 5 vehicles to 3, nothing is being printed. The changes I made are below:

data['vehicle_capacities'] = [15, 15, 15]
data['num_vehicles'] = 3

Why is it not printing out any possible routes?

It does not print anything because it does not find any solution. Most likely the modified problem is infeasible.
