Estimates of Chinese is Unicode inside, but CMD command line coding is GBK, so is shown as gibberish,
Your Tomcat console output can be redirected to a file, open the file view can see Unicode estimate of the Chinese information,
Or you perform in the CMD command line window CHCP 65001 change the command line the current code page to Unicode, then run the Tomcat see if there is no garbled?
If you want to change back to GBK, need to run the CHCP 936,
Some versions of Windows has a BUG, after running CHCP 65001, all subsequent CMD default is 65001, need to change the registry to come back, this is the sweat...

No, changed also can not, I put the registry also after changing utf_8 CMD into English, but still not start tomcat
