Active and passive mode switch, the default WIN by default is active, with the PASV command switch, but still can't top/download file.
FTP server (ARM embedded controller) can be used under Linux ftpget or ftpput command/download files,

Windows CMD can only be active mode, the pasv command it's no use.
You can try to find a tool passive mode FTP, if it is can be a firewall problem, if your client behind NAT gateway, to do mapping, good trouble

@ qishine PASV command can be used to quote PASV to perform, Windows firewall is turned off, all didn't install antivirus software and steward of what, the key is in some outside network through the test on the FTP server
