LM321 do voltage follower of why the result is bad, please?

LM321


V + is 3.3 V power supply
V - grounding
+ input is constant IN 0.38 v
- IN and directly connected to the OUTPUT, form the voltage follower, received the REF INA199A1 end


Including INA199A1 V + 3.3 V power supply, the Load floated didn't answer anything,
Found the problem
When INA199A1 Supply is 23 v LM321 of the OUTPUT voltage is 0.42 v
When INA199A1 Supply is 28 v LM321 of the OUTPUT voltage is 0.51 v
Excuse me why? How to solve?
I hope that the OUTPUT voltage constant there

Check the power supply has a lot of noise?

INA199A1 input common-mode voltage seems to be able to 28 v,,,

This is what circuits? According to the lz this circuit analysis
After the load suspended, is equivalent to Vin +=Vin -, amplification is the common-mode voltage, and +/- imbalance caused by unbalanced voltage loop resistance, wasn't follower

Do follower, the components of 3, 4 sub, input voltage, 1 foot 4 feet can change with 1 foot! Note that the power supply voltage to the greater than the input value (generally less than the power input value about 2 v) is less than the limit!
