L298n anode has a 5 v output voltage

Recently with PWM speed regulating l298n drive 12 v motor, motor l298n connection negative ports have 5 v voltage, don't pick up motor l298 anode voltage is zero, the output end of the what is this excuse me?

I'll arrange problem:
To l298n drive through PWM motor speed control MCU, l298n power supply voltage is 12 v, when motor is connected, under a certain duty ratio, using a multimeter to measure the l298n under the two ports of voltage at the output, a 5.2 v, a 8.7 v, the voltage difference is 2.5 v, no motor, l298n output end of the two ports to ground voltage is 0 v and 12 v respectively,
Replace motor l298n connection with pure resistance, l298n of two output port to ground voltage is 11 v and 1.7 v respectively,

Now after see you reply, my understanding is that when meet motor l298n produced 5.2 v and resistance of the ground voltage of 1.7 v, is actually the l298n the voltage the partial pressure of the MOS tube, understand it right?
If MOS tube will be partial pressure, then at the ends of the motor voltage is impossible to reach 12 v, is there any way to reduce or eliminate the partial pressure of the MOS tube?
