Failed to start the Unity Package Manager local server process. Make sure the process... UnityPackageManager. Exe is not blocked by your anti - virus get configuration.

The method of tried:
1, close the anti-virus software on the computer, close the firewall, open software to try again,
2, unloading, reshipment unity.

To send the log off the path I see: C: \ Users \ username \ AppData \ Local \ Unity \ Editor
