A program to send the UDP data port, 20000 ~ 20010 B program from these ports to receive data, now run into A problem:

1) if A and B program using the same user (such as root or the same ordinary users) to open, there will always be A few ports UDP data not receive, but use tcpdump can see the data;
2) if A and B program to use A different user to open, then B can receive all ports UDP data, but when A exit after the restart, B don't get all the data port, A completely tcpdump can see data;


What reason is this excuse me? You have know?
