I had a webiste built with wordpress.My hosting plan just ended and I didnt have the chance to change host since I was not the owner of the website from the beginning.So my site is down now.

I had it backed-up already.

Can I create a different website and upload my backed-up files there from the previous website?

If I understand your question correctly, your domain has not changed and you only want to have your privious website files on a new host. I hope you have a complete backup including the database as well.
