Can you provide your RDS instance name?
I look at the two SQL Server instance in your account:
49 iibmssql - Running for 3 m s
Mymssql - Running for 52 s line
The above two instances are run successfully,

Thank you for your answer, my server, it took nearly 40 minutes, is this normal? My Oracle RDS instance is started as long as 5 minutes...
