Brushless dc motor, the speed problem of different load

I have an experiment, requires the use of brushless dc motor drives the two different load condition, the specific situation is that the two kinds of working condition of motor speed was 2000 r and then through the reducer reducer, condition 1 load torque about 8 meters, condition 2 about 40 meters, the load torque switch condition when stop the machine first, and the load is within the scope of the motor rated load,

I now the question is, if the first condition of motor with a PWM duty cycle to achieve 2000 r, in the second condition with the same PWM duty ratio can make the speed of the motor to achieve the same?

Didn't want to take the load processing now, so I want to ask brushless dc function cannot realize this function,

In the second condition with the same PWM duty ratio certainly cannot let the motor to achieve the same speed, load, drive ability increase, or violation of energy

Duty ratio is sure to change, the duty ratio can adjust output power, larger resistance and rotating speed is constant bound to increase power,
Compared by increasing the power can be connected with speed, want to more reliable consider using closed-loop control, to achieve

Open loop system is certainly will in case of large load speed decrease, get a speed measuring link of closed-loop system,
