Triode VCNTL=2.5 V don't get the job in what state the collector has a 1.8 V voltage, does anyone know how to analysis it

Triode C E draw against, 2.5 V to 0.7 V (Vbe varies=0.7 V)=1.8 V

Silicon tube has a conduction voltage of 0.7 V, 2.5-0.7=1.8 V
