The FTP server software: VSFTP

My question is:
Local directory permissions, FTP global configuration files, and FTP user profile relationship

Case 1:
In the global configuration file upload_enable=YES, but in the user profile upload_enable=NO, then the user is given priority to with the configuration file?

Example 2:
When a local directory permissions are Dr X -- -- -- -- -- --, global file, then the user can upload success?

Example 3:
When the global configuration file, upload_enable=YES, and a local directory permissions Dr - x -- -- -- -- -- -, then the user can upload successful?
(wonder: when virtual_use_local_privs=NO, user permissions are only according to the configuration file?)
